Well first, screenshot what ninjas you have. I'm guessing you don't have a lot of great ninjas and free to play player. Since you're a water main, try and go for kage and pull for mei. While you do so, you can pull good commons for the meanwhile.

OK I was correct. Pull from Kage treasure as you can pull common such as Ao and Mabui and rares such as Mei, Chojuro, Killer Bee, and Darui. The ninjas I listed should help you at the moment.

I recommend not going for Sage Naruto as he is easy to get as a f2p from events as Sage Naruto comes so frequently. For your seals just use 60 seals Kage treasure to get your first rare and if you get a auto barrier ninja which is highly likely just build around it. Keep saving your seals after that as future treasures will be better.

In the current meta, you need to have a barrier ninja to be competitive.

Definitely pull from Kage treasure until u get mei, gaara, danzo, or darui (onoki is bad).

After that, you roll with what you got.

Jinjiriki is 210 for a supe rare (roshi) hes really good, you should just save your scrolls for roshi
