Depends on how high they value the treasure.
With kage treasure, the value of a seal rebate was insane (as kages really destroyed the pain meta with the introduction of autobarriers), so IIRC, the first rebate for this treasure (300 scroll usage version) only came after like 6 weeks (they had a mini rebate one - the 180 seal version with less value at about the 1 month mark). This forced people to spend scrolls at full cost if they couldnt wait or were too impatient.
With Edo treasure, no one was drawing, so they pretty much did a seal rebate every 2 weeks including the day edo was implemented.
This treasure will probably be somewhere in between, so I wouldnt count on seeing a seal rebate for at least 2 more weeks, but who knows hehe.
