Heh, opposite actually. Lightning only seems OP because noobs are rushing damage. When everyone catches up in level and skill becomes the dominant factor, Fire's mastery of conditions will present itself as a superior competitor.
It already is on some servers like Server 7. Fire mains wreck everyone. Control is the way to go in this game, shuts down combos, lets you still start your combos, and Tobi is virtually unstoppable if he's in the 1st position so there goes your GG guaranteed combo turn 2.
Think of it this way... any team with a decent combo can murder to death the enemy. So how do we decide who wins? Conditions. Stopping people from using their combos or jutsu or healing is how you get the advantage over someone's perfect PVE team. Midnight Blade has the ability to do paralysis on turn 2 only, and he won't go first if he's not in the 1st position. A 1st position Gai or Iruka or Neji can easily shut him down. Tobi is another that works very well in 1st position because he dodges the 1st jutsu against him and revives if killed, making him perfect against guys with higher initiative than you. He will pull off his combo before Midnight Blade or whoever else uses their jutsu and that will start a chain combo that murders that person. The only way to prevent this is by having Midnight Blade in 1st position, aka the FRONT LINE. That's suicide.
Conditions are what separate the inexperienced players from the pros. Managing conditions and inflicting them on your enemy is far more important than comboing because you can easily stop the enemy from doing that. Understanding how the game works is the first step.
