I assumed from translation that Scarlet's is somehow strongly bounded/connected with Uchiha- maybe similar to how it was with Izumi Uchiha: "Izumi was born into the Uchiha clan, as her mother was a member but her father was not. In his case- didn't kept Uchiha name or so.

Aaaahh I was starring at gifs and forgot to add what I wanted there- maybe Azure don't have any connection to any meaningful clan OR doesn't want to be connected with one. Also, all those doesn't have to be clan marks- it can be add just for decorative purposes I guess, but less likely.
One that we can be pretty sure for being clan related is that on Scarlet's jacket- since there's some mysterious clan mentioned in a informations about him- he also says something like "For the clan" in game- when getting awaken if I'm not wrong. If we trust a bit into google translation- there's something about "lotus clan" with blood limit, which members have red eyes- and possible kind of dojutsu, if we look at Scarlet's line shown in few places "With those eyes I will turn illusion into reality"; so maybe his eyes are hidding something sharingan-alike. And also it's mentioned about clan which got wiped out- and now it can be either about that "Lotus Clan"- which might share the same sad fate as many kekkei genkai users- or it might be about Uchiha clan and Scarlet being somehow connected with Sasuke &co.

Edit/add: Azure might be an orphan, without any information about her family, therefore she doesn't have any clan mark to wear.
