Okay, I'm a new player experimenting with rank(lvl60) but jirbo's passive is the same as Kimimaru, but he has more health and more defense. I won 5 games in a row in my server i went from rank 13 to 8. This is my lineup, that I use and i find it extremely powerful. SO is Jirbo actually powerful or did I just get lucky 5 times in a row

Although both their curse mark passives are similar they're used in completely different cir*stances. Kimimaro is lightning, has a 60 chakra mystery and has a high chance of evading the first attack while Jirobo is Earth, has a barrier for his mystery and gains life when you recover chakra.
