The problem here was simply one: servers that managed to make swb start didn't want it to be cross server. Other servers wanted it to be or didn't care because they didn't even remember it existed. In general is way better to have it cross server than to not have it at all, but there was a way to make both happy and was to modify the cross server code to avoid a server in taking part in it if there were enough people to make it start intraserver. That way only the servers that weren't able to get one by themselves would have taken part in the cross server version of it. But if they had no will to do it this way then is better to have it cross server, it's fairer for all the servers that weren't able to get one for weeks and is fair also for the others. What changes is simply that whales are no more 100% sure to get 15 advanced refinement per run since they will fight among themselves. The whole point of this is by how many people will a field be composed.
