You need to *yze how much of an impact kage would have on you. What is your seal scroll count at? How many designated could you possibly draw to make a difference? At most a new player (unless you buy a lot) wont be able to get more than a few designated, and unless you get really lucky, there wont be synergy between them.
In my server there are still lightning mains running sasuke RoW. Also, since the server is new (and I'm assuming the top players should be around your level), there shouldnt be that many people able to spam draw kage (and you probably dont want to be competing against these people anyway if you cant afford it).
I personally would wait for next draw, lightning Row with kimi and 3 star ssk should be a cheap enough filler until then, while you focus on improving ur char strength and the jinchuriki release. Getting a new ninja will allow you to build your team around the said ninja, instead of drawing kage and being committed to finding new ninjas that synergize with the kage ninja which will be a lot more expensive. -

If you don't own an autobarrier ninja or bee sst then jinchuriki treasure is totally useless for you. My suggestion is to always spend your first 120 scrolls in kage treasure and, depending on what you get, you think to go on there or to save for jinchuriki. Jinchuriki alone, overall if we are going to get his first half only, don't create any meta teams. -

- Definitely spend it on kage. Jin is only useful if you already have key kage ninjas. Jin does not function whatsoever as a stand alone treasure.
from kages i would say you need the most killer bee + danzo
very good also are Mifune + darui for the future.. any other i wouldnt go for them anymore.. they wont get used in the future.. ( mifune can be the best although cause he removes buffs/shields + buffs the swordsmen and dont forget in the GNW treasure we will have Swordsmen which are very very very good :) -

he's somewhat ok in the current meta. I have him, but I hardly use him cos Mei is bae. -
