On average, you will get 4.5 stars (could slightly lower or higher) per spin which costs 20 ingots. The rest just calculate yourself.

For 2 stars Iruka that is 180 lucky stars.
With an average of 5 per draw, you need 36 draws so 720 ingots.

So it will cost you $15 on average for Iruka 2 stars.
Add 1200 ingots ($25) for Iruka 3 stars, so total $40.

Please keep in mind this is with an average of 5 stars per draw, depends on your luck and there is no guarantee.
