As most people do at lower level, I run Hinata as my tank, and in recent ninja exams something weird started to happen. Rather than blocking attacks from dummies Hinata just directed them to her, taking full damage in the process. My question is what affects dodge chance in the cases of Hinata and Neji?

Hinata isn't a guarantee chance to block attacks it just significantly increases that chance.

if hinata will be immobiled she won't be able to stop any skills if you will use fire main's 3rd skill on hinata her shield will be useless
