At the current time, doing it during the first 10 min or so of the space time final is probably safest, as the strongest player should be * in that.
By the same token, avoid the next 20-30 min (8:40-9:10) as that's when they come out of it and might go right into masuri
Doing it after that period should be decentish

That said, as there are very few lowbies in any region/bracket--because newer server have lower population and it doesn't take that long to get out of the newbie range, chances are you'd still get higher level a lot of the time anyway.
