I do matsuri after 9 tails. Honestly its the best time since all the whales have already fought and you have a fair chance. If you cant wait that long, wait for at least 45 minutes.

I Have yet to be matched with someone that has more than 2k power than me (although i have only done 5-7 cross server matsuris).
