Orochimaru Suggestion/Bug ?

Greetings, Im here to ask, why isnt orochimaru a secret jutsu user, and tsunade/Shino/sasuke etc a secret jutsu user's ?
I Think you have to make a rework on that, because orochimaru studied a lot of forbidden jutsus, he even mastered the edo tensei and maked it better for his purposes. So i ask again, Shino that got a bug jutsu, or sasuke that got only Kirin? Or sharingan? Even the shippuden sasuke is secret jutsu user, and shino as well. I dont understand. Well its just a suggestion, or it is maybe a bug? I dont know guys, try to rework that, and its not only orochimaru. Even Hidan doesnt have it, Kakuzo as well.. Kakashi?? Wtf even him doesnt have it too, Suigetsu has it and kisame doesnt?! Danzo maked his arm full of sharingans, he can even use mukton style and doesnt have it. Hanzo got Teleportation jutsu as well and more that we dont know. NAgato is a new character and with rinnegan doesnt have secret jutsu user atribute, Haku as well.. So many of them.. Take a look on that.
