http://naruto.wikia.com/wiki/Mizuki he was on e of narutos first opponents, so itd make sense/be nice for him to be in the game

It's not very likely for them to add Mizuki to the game, at least not for a long time. As of this point, Oasis has stuck fairly close to the way the Chinese version (and other farther along versions) developed. Mizuki doesn't seem like someone that was even considered as a usable ninja, or even to be put in at all.
