I've run some test against kakashi clones and real enemies and what i've got is the following thing: 'Healing Jutsu', (the 2nd standard attack of water main for who doesn't know what this is), directly depends on Azure Fang ninjutsu and, to be more precise, it actually heals a quantity of HP corrisponding to 18.1% of the Ninjutsu value of the character.
Just to provide some numbers: at 5307 NIN heals 965, at 7653 NIN heals 1387, at 8103 NIN heals 1468 (i've made other tests, it's always 18.1% rounded).
So it works exactly in the same way as any other standard attack/chases based only on ninjutsu or half on ninjutsu half on taijutsu.
At this point i tried something else, and was to actually use Ninjutsu boosters to see what i would gain out of it.
At 8103 ninjutsu, as i said, Healing Jutsu healed 1468. By selecting Water Enhancement instead of Neurotoxin (that increases Ninjutsu by 40%) Healing Jutsu healed again 1468 (should have been 2053). By Using Mifune or Iruka (both increases Ninjutsu of Azure Fang by 30%) i should have seen a 1908 healing, instead was, again, 1468.
This seems blatantly a bug since there's no reason behind the fact that Iruka/Mifune/Water Enhancement boost Water Style - Water Trumpet or Water Style - Flowing Whip and don't do it for Healing Jutsu that works in the same exact way.
Beware that i'm not talking about 'Regenerative Healing Jutsu' that blatantly states that it heals a quantity based on total hp and basic ninjutsu of Azure Fang and so makes sense that isn't affected by Ninjutsu boosters, i'm talking about 'Healing Jutsu' whose healing value directly depends on Ninjutsu equipped on Azure Fang.
And, to prevent objections, no, the fact these things should apply on it don't make Water Enhancement the same as Healing Tips, because Healing Tips increases also the value of Regenerative Healing Jutsu and also the healings of every other character/effect in the same lineup as Azure Fang (also not Water Attirbute ninjas ones) and isn't limited to 3 characters (it boosts also Soul Absorption's healing, Life Recovery from stamina left, Guy's passive, etc...).
