You can redeem him 100 times. It probably says 70 for you because you already redeemed the 30 to recruit him.

As shown in the screenshot from the second comment, you can redeem 100 frags of her from this event.
you need 30 frags to recruit her as a 2* ninja and 50* to 3-star her.
