You most likely would be lvl 89 when you claim him. (Can't remember the level which the plot unlocks - could be 87?)

Got him when I cleared the Conspiracy in the Dark Instance, although can't recall what level I was back then ;P

I'm told the instance chain unlocks at 88, ofc u will gain exp in doing those main plot quest so you might or might not end up being 89 by the end of it.
