The charm has to be level 3. The rainbow magatama can be any level

Strengthen---->Charm Interface----->Click on the rainbow mag in the slot of the charm---->Hit the orange arrow and should be all set.

P.S.- They have to be beset in order to upgrade. To upgrade other mags or split them, swap out the beset mag with the one you want to upgrade or split.
