Here is stated that is possible to get naruto ninetails chakra in 'seal treasure', but in my server none has ever got neither 1 single fragment of him from it, nor he appears as a potential drop in 'seal treasure' as showed by moving the mouse over the related treasure (just like showed in the picture).
Is it a bug? Or is considered a super rare there (something like 400+ scrolls needed to get him)?
