That seems to be one of my minor annoyances also, as it inhibits a player to only a certain amount of time per day they can actually play. Between bounties, missions, and daily stuff, you can actually get through it rather quick before you're no longer rewarded exp towards your character. It's incredibly annoying to have to wait until reset before you can do the next story step because you're lacking just a fraction of exp in order to level up. But, meh, that's only one of the small quips I have. The other having to pay to unlock Iruka. Neither of which are game breaking for me. Understandably the game is pvp heavy, with questing a close second. And setting a time frame for lvl gain helps extend the game play.
