So for ninetails I run Sasuke, Main, Iruka, Guy. I currently use standard attack 3 but I've seen vids where people use standard attack 2. Which is better?

I'd use attak 2. I think it's alot better.

Standard 2 has higher chance of launching a critical hit, however the 3rd standard does elemental damage, which against fox means a lot of extra damage.
The best thing is try them both in 2 different nine tails events, and see with which you do more damage.
However, from my own experience, standard 3 works better.
