I can't seem to find any info on the requirements for participating in cross server arena battles. I started on a new server S409 1-2 months ago. Initially we were pretty populated and thus active that arena fights were simple to come by. That changed within 2-3 days however and now there's literally no arena battles whatsoever for the last month. No one has made Six Paths rank because of it.

We didn't have cross server arena at first, and that made sense given our relative initiative compared to older servers. Now however I feel we've aged to a point where initiative is a bit more close gapped. Ergo I'm wondering why we still don't have cross server arena?
