I think you misunderstood.
He meant that GNW Sakura will be in shop FIRST. THEN she will be a sign-in ninja.
Remember GNW Sai? He was priced at $40 - $50 or something in the shop. Later on, he was given away in a monthly sign in for free.
Pretty much everyone knew that GNW Sakura was going to be a sign-in . . just not immediately. . which is something that people shouldn't be surprised about. imo. She's a good ninja, so I also do not agree with people whining about be able to get for free when they want it immediately.

No you are the one who is a misunderstanding so let me explain it to you. (and this apply to china version and german version too)
Sai GNW was first an event only ninja much like Tenten GNW, but because he is not very useful they decided to make him a common ninja in Edo Treasure and because of that he is also legit to be a sign-in ninja (I do believe they spin a wheel of something to pick these sign-in ninjas since they're so random and so bad lol).

Sakura GNW was first a sign-in ninja so every version is supposed to get her first in that way. Later I believe they did decide to make her an event ninja so that people can 5 star her.

The way to know this is to look at the in-game info on how to get fragments of each ninja. When Sai GNW was first released it was only "event gain", but after a few patches it changed. Right now you can see Sakura GNW is only "sign-in reward" as well.
