I think you misunderstood.
He meant that GNW Sakura will be in shop FIRST. THEN she will be a sign-in ninja.
Remember GNW Sai? He was priced at $40 - $50 or something in the shop. Later on, he was given away in a monthly sign in for free.
Pretty much everyone knew that GNW Sakura was going to be a sign-in . . just not immediately. . which is something that people shouldn't be surprised about. imo. She's a good ninja, so I also do not agree with people whining about be able to get for free when they want it immediately. -

No you are the one who is a misunderstanding so let me explain it to you. (and this apply to china version and german version too)
Sai GNW was first an event only ninja much like Tenten GNW, but because he is not very useful they decided to make him a common ninja in Edo Treasure and because of that he is also legit to be a sign-in ninja (I do believe they spin a wheel of something to pick these sign-in ninjas since they're so random and so bad lol).
Sakura GNW was first a sign-in ninja so every version is supposed to get her first in that way. Later I believe they did decide to make her an event ninja so that people can 5 star her.
The way to know this is to look at the in-game info on how to get fragments of each ninja. When Sai GNW was first released it was only "event gain", but after a few patches it changed. Right now you can see Sakura GNW is only "sign-in reward" as well. -

She'll be a sign-in Ninja.
There will not be an event for her prior to that.
As a user already explained. GNW Sai was a unique case.

Assumptions aren't good for the soul.
She'll eventually come. As we're pulling for new ninjas as sign-in bonuses. However, I can't guarantee which month. But who knows, it could be sooner rather than later.
There will be older GNW ninjas on rotation, old servers won't be happy with it. That's just facts. Now I personally disagreed with GNW Shino (Wanted Kiba), but I understand the merit. -

The problem with GNW Shino was that he was the very first GNW given in July, only the really early servers got him, then he was brought back later in November (if not mistaken) so the other servers could also have him, nothing wrong here. But now he is being brought back a 3rd time.
On the other hand, GNW Kiba was the August sign in, and only early servers got him, and he was never brought back for the rest of the servers except as a paid ninja in event.
See why people complain about it?
Now how Oasis Staff can be in a meeting and decide that it's a good idea to give GNW Shino a 3rd time, instead of anything else, that i can't understand.

they can still make money out of gnw kiba, how about gnw shino? will people spend to get him?, im sure some people who uses gnw kiba or servers who doesn't have him will get him when fragments get available via coupons/ingots purchases, either to get him or upgrade his stars.

True i would have liked getting my kiba to 4* than getting shino for the 3rd time -
