yeah I know just thought irkua was tai as most of his skills are tai

I think his passive is based on ninjutsu.

I think it's a fixed rate that's affected by level difference

I don't think there's a way to influence it through stats. I've tried a combination of things to see if it occurs more often but it seems to be a fixed rate.

yup it is ninjutsu XD. If it says it right on the skill thats what its based off players.

it's, pretty surely, a fixed chance modified by level difference.Something like 15% + ((your level - enemy level)/5)%
