After reaching lvl 70 should I spend right away my seal scrolls or wait for an event to do it?

KAge treasure have many very good and useful ninjas, I would definitely recommend you to pull some. But If you dont aim for super rares, I would stop after 3-4 rare or so because you will start get dupes.
We still dont know when the new treasure wil be released, but probably it wont have so many different ninjas, so its wont hurt you to get some before.

You can pull a designated ninja at kage treasure for every 60 seal scrolls you draw (from what i've experienced). So if your seals is below 60pcs its not wise to spend it right away.
