Question about mabui tenten gnw mei lineup

I selected strategy share as the category because i didn't know what else to select.
Anyways.
My question is the following one: what is the condition that makes impossible for mabui in the classical 'cancerous' setup to not give chakra for tenten during the whole first round?
Because i don't understand why sometimes against the same setups after main heal her, regardless the condition in which she was, she gives out chakra and sometimes she doesn't do it.
I know blind, chaos, sleep or immobile make for her impossible to use her standard attack and so to give out chakra, but if azure fang remove those conditions with her standard attack why sometimes mabui gives the chakra and sometimes she doesn't do it?
What could be the reason?
