Mifune is used only with Swordsman and currently, at this stage of the game, those swordsman aren't optimal.
His place in PvP is A tier at best (Blitz and Gaara=/=Mifune), his Bond is good if once again, Blitz focused.
And his best considered place being Ranked to give multiple Swordsman buffs.
Onoki is being used consistently with Minato teams, Itachi teams, etc. His usage skyrocketed the moment Minato released.
He was already starting to see more highlight with Itachi, but Minato brings a better edge. He's a better supporting character than Mifune. He provides additional standards and % buffs. More flexible in teams as well. Also, a relevant low costing mystery that hits a multitude of people. His ranked usefulness hasn't demished, in fact he's argubly the best sound field buffer due to his range in elements. It's where he generally shined.
Also, bet in Bond with Minatos+Itachis, you'll see an Onoki alongside them.

You are admitting here that the tier list is made out of experience in the case of 100k+ power, so, as stated by hally, doesn't work in arena where you have 25-30k power and as yourself said doesn't work under 100k power that's where 95% of the population is.
Doesn't seem a good way to make a tier list, overall a list people tend to watch to know on what to focus without knowing that very likely they'll never be able to be in the situation you thought the list about. I suggest you too, like hally said, to do a list for arena at least since there a ton of those high ranked ninja aren't at all worth the rank they have currently and others are undervalued.

That's assuming your BP is generally higher than your opponent. His repulse damage is indeed insane, but his lack of CD and usage completely drops if he doesn't accomplish that.
In fact, I'd say LM isn't even the best main for him.

If not Lightning then most likely Earth would be the main for him I guess... But only if you try Lighting and it doesn't work, cause that main would still be ideal.

Kakashi's book makes him sort of useful, also his usefulness in earlier levels is relatively high. We all went through those moments where Kakashi was the all-star.
It's just his clone is pathetic and his growth is a joke.
Kurenai is due to general usage. Her mirror reflects and mystery is good for ranked battle. Slap her on a team and you'll enjoy results. She's *right support right now and actually has pretty good growths.
Shino GNW: Ranked, and Ranked alone. He's a great F2P option to have on a team. Mercury from S99 does videos displaying general usage of alot of F2P ninjas and shows them off quite well. Shino shines in a lot of his videos. Would recommend it.
PB Sasuke: I had him lower than he should have been from the start. He's a good ninja overall, and even better with females. From Ranked/GNW and PvP.
Kankuro GNW: General usage. Arena he's still relatably strong. And pretty ignite happy with his puppet on display.
