The leader can distribute it however he wants, be it pure lottery, DKP, DKP based lottery, a simple rotation or whatever. And for DKP, it can be based on participation alone, or perhaps figure power, contribution, donation and any other contributing factor into it.
But in any case, leader gets to decide, using whatever method he wants.
