That has nothing to do with the scrolls you get from Ninja exam. That's due to the refinement level of the item. Level 10 refinement gets you that flaming glow.

Bingo.

You get a burning equipment upon reaching Level 10 Refinement.
You can hover over his equipment to check the current level.
