I would say its unlucky that you didn't get the refresh for ss. Happened to me quite a couple of times and I even have to end up running a rank missions.

Hey

Obtaining an SS mission from convoy is completely random.
I've personally experienced not obtaining one myself. However, at a later time, it popped up.

Just wait it out or choose to refresh.
