It says you need to use 1 more scroll, keep in mind the temporary scrolls aren't counted among those spend.

I have a question; for the final valley plots, there is only two instances present in the selection area ... is this a bug or must i complete some mission to get more

yes, a lot of missions are locked behind a certain level, meaning you'll need to level up before you can get more instances.
