Question regarding space time battle

So on the initial post about this event it's stated that the top 128 from the region will move on to the next round for the tournament, however this is followed by 32 from each regionally cluster will be selected to move forward. I play on the west servers where we only have to clusters that range from 1-12 and 14-all servers. Are we taking 64 from each cluster in this instance or do we only get 64 that will progress to the 2ND round for the west servers?
