Or is it just cross server within your particular region (i.e. US vs US. UK vs UK. HK vs HK)?

Only cross server within your region. Making it cross server region aswell would mess up times completetly for people on one end.

Why does this take 7 hours to put in?

Because its a very big system that needs to be bug free, its also a full cross server system unlike the semi one that matsuri/Arena has had before. Please just be patient with us!
