[ Lineup ] Aren't all "*on pressed" jutsus supposed to engage chase instantly?

Im building a team while trying to get most chases. I put it in the way that i get CHANCES of chases and i put first part of my chase - Temari
- to CAUSE CHASE WITHOUT CHANCE - to make a Repulse - 100% of the time, as I undestand.
And it doesn't. Tried multiple times. Only second time that i press her jutsu
chase activates but doesnt complete as it should, however I've built it to last longer.... Im confused... Any help?

Temari is a pretty strange ninja. Her mistery has 2 casts. The first one is a 1 character ninjutsu damage. Second cast is a team wide nin damage + repulse on the selected one.

It seems pretty consistant that you get 2 combos per turn regardless of "guaranteed" chaining.

You may see an incomplete combo after that but in general you'll never see more than two complete combos per round of battle.
