Just RNG on that Rare. Group mate of mine... SS Sasuke pull, and still missing a Chojuro. Another group mate, Ay pull, still missing a Danzo. :Q

yeah i know, but should not gives us duplicates when we still missing so many rares! its so expensive and long to gather 60 scrolls

nothing is guaranteed at no point does the game tell you what the rates are so you are gambling your scrolls at your own risk. Thats the nature of games based on gambling. To know whether it's "normal", we'd need to know how many rare you have and how many dup you got.
Indeed, non-dup is not promised anywhere, thou the experience of most players is that the first 3 or so per treasure are non-dups (even that's not promised anywhere)
After that, it's a coupon-collectors problem, that is to say, more and more dup for every rare you got.

R.I.P me got ao for the rare in the sage treasure when i already got him from kage it *s but its a mechanic of the game.

Yes, you may receive dupes within treasures.
There's nothing that says otherwise.
I understand that it can be frustrating, as I've had my fair share of dupes myself.
