Ummmhhh need help pls?

I encountered a guy in Matsuri, lower power than me so far np, then he tells me he got 3500 ini on naruto(after i asked him), this intrigued me because i got 3700 and he still attacked first, after that i clicked view data, and calculated his ini, wich was 2612(without runes), then i calculated mine, and i had 2814(without runes) and as runes he got lvl 4 ini and 1 lvl 3, while i had full lvl 5, and i thought "hey maybe, he changed them, but aparently he only got lvl 5 ini runes on mei terumi, so let's assume he changed them, still a 200 difference, battle armor gives him 50 extra ini, still 150 short....can anyone explain to me how the hell did he attack first??
the only explanation would be that he had ini rune(8 inner gates), but i got the quick rune lvl 10, i mean what level would it need to be so it would give 150 ini??
Also if anyone can help me with an explanation on why he attacked first i'd be more than glad to hear.Ty.
