What are points that you get from killing NPC's outside of Konoha? And can you only get XP from quests?

Points are exp for your other characters, outside your main character. They are automatically applied and do not help you level up your main character faster.

What do you mean by "exp for your other character"? Does this mean if you have multiple accounts you can farm experience one one account and have it transferred to another?
