I need other event to get 5 stars Gaara (normal). Can it realize ?

Please be more specific of which Gaara you need to max the stars of.
currently there are 2 types of Gaara :
1. Gaara (normal)
You can get this ninja fragments from Daily Recharge events of every servers. The other way to get his fragment is either from Chase Mission or Black Market.

2. Gaara (the5th Kazekage)
Pull him from Kage Treasure. Or you can get him from weekly events if he is available as a redeemable ninja.

i really would wait for kaze gaara , atm normal gaara is only useful for the begining... well when skill books get realeased normal gaara will be better than kaze gaara xD

Gaara (Normal) isn't that great later on, and 4 stars is definitely viable until such an event pops up that would allow you to finish him off. Around level 50ish you'll realize that this form of Gaara isn't that great at all.
