What should I spend with my coupons to improve my power? What improves power the most out of anything, like magatamas? Refine? Battle Armor? ect.

I'd say spend them to get more ninjas, In my own experience I beat 5k power difference above me at same level. Go for strategy, but you c*ways level up your magatamas, refines and runes. BM and tactics can be your last option.

Save coupons for events like Dice board that give you multiple things at once for spending them, increasing the spending efficiency.

This might be a difference of opinion but I feel like spending for Ninjas will usually end up in regret as stronger ones arrive to cheapen the price of the current ones and so on, power is forever. Ninjas often lose their usefulness as the meta changes and evolves.

That being said, using free Ninjas will help your creativity and resourcefulness while team building and potentially result in you being better at the game over all while eventually also getting better characters for free with time. Where as instead just get Mei, Mabui and then probably GNW Tenten and never bother thinking about learning how to play ever again, until someone who knows how to use their lesser characters well comes along and beats you anyway.

Power is forever important, also, only using refines and threads during their respective rebate events is the way to go, we just had a BA rebate so now is probably a good time to stock up on refines for when that rebate starts.

And then after that switch back to collecting threads to prepare for BA rebate and so on. It's worked pretty well for me.

The worst thing you can do with limited resources is spend on ninjas. Focus on your main char first. The game has a pretty handy *on at the top left near your name to allow you to identify the specific areas your char needs strengthening in. Use that as a first draft, then try calculating the RoI of spending. Eg: Cave keys, mags seriously start depreciating in RoI post level 5. TBH, stuff like mags can easily be farmed in game (from lucky board, events, packs, exam). Try to identify the items that are harder to farm and focus coupon resources there.

Utilize lucky board when it comes around, if you're new, the drops + redeeming points for med threads will give a significant jump in power. This should be the first place to spend coupons if you're new. You can start slowing down on this when you reach BA 5 and start fine tuning the numbers as to how many SA's it will take to get to BA6 and how many weeks it would take you, time vs coupon spending tradeoff.

Also like the guy above me said, only use resources during the related event, whether its keys, refines, thread, etc etc.

Personally once I had about level 2/3 cave runes on all characters I haven't been getting more than 1-2 points of power per rune leveling up to 3, so about then I think is a good idea to start stockpiling keys for a future cave rebate, personally since I'm about 20 levels worth of power ahead of my level range anyway, I've decided to aim for the 1000/2000 cave key rebate some day.
