Just as the title indicates, I've managed to put together a team that beat NE 114 at 39k Power. I've been stuck on this one for a while as I don't have some of the ninja used in other strategies or my power was just too low. Don't have Mei, GNW Neji, any Gaara OR Sage Naruto. I was becoming frustrated. So I started throwing stuff at the wall to see what stuck and ended up with this. For some reason I'm having trouble uploading the screenshots I took, so I'll add them later.

X - Guy - Ao
X - Clone - Clone

2/2/4/3/3 Kyushoku Deer

Power: 39184

Round 1: Ao Mystery on Water. Pretty uneventful after that. If you combo off on her clone, yay. If her clone combos on you, hope your Ao can survive the next few rounds.

Round 2: Guy Mystery on Hashirama. Let them eat your clones. After the water clones die, use Tentens Mystery.

Round 3: Wind Mystery on Tobirama. At this point, you'll Tobirama and Hashirama will probably start beating on your Ao, since you're out of clone. If he dies this round, but Jiraiya lives, you may need to restart.

Round 4: Wind Mystery on Jiraiya. At this point Water was dead with Jiraiya and Tobirama very low. I just let my ninja finish them off with normal attacks. If Hashirama tries to Mystery, shut him down with Ao. It's basically over now.

I'm not exactly sure how lucky I got to do this in one try, but boy was I happy to be done with it. If you don't have Ao, I bet GNW Neji will work just as well, maybe even better. I don't know how well normal Tenten will work, I think part of the reason my Ao lasted to the end was because I managed to ruin their chase with GNW Tenten's paralyze chase. Edit: This may be my new favorite team. With a little bit of rearranging and a heaping helping of luck, it got me through NE 115 as well. For the new set up I just moved everyone back a space and switched the rows. Even the passives are the same. Looks something like this:

Guy - Ao - Clone
GNW Tenten - Wind - Clone
X - X -X

This time I had to restart several times to get it right. A lot more RNG based then the last one, but it worked for me in the end.

Round 1: It's important that the blind hits Jigokudo. Let their clones eat your clones and use Tenten's Mystery. It's important that her paralyze hits a good target as shutting down their chase at the start of round two is important.

Round 2: Ao Mystery Jiraiya. Guy Mystery Wind. You're about to take a Rasenshuriken to the face because they started this round with full Chakra and there's really nothing you can do about it. But that's fine. If Tenten got some good paralyze off, you can take Naruto's Mystery without too much damage because they won't have much, if any, chase.

Round 3: They've spent their Mysteries, but you've got plenty to spare. I used my Wind Mystery on Jigokudo here, which also finished off Jiraiya. After healing himself, Jigokudo brought Jiraiya back, but at very low life.

Round 4: Wind Mystery Naruto. This brought Naruto and Wind very low while finishing off Jigokudo and Jiraiya.

Round 5: If you didn't manage to finish them off with standards last round, it should end here. You c*e either Guy or Ao to interupt Wind if she tries to Mystery, but it shouldn't be a problem to win now.

Unlike 114, Tenten played a MUCH bigger role. Getting a couple of good paralyze chases early can mean the difference between winning and getting nuked round 2. I'm currently trying to work this team around NE 116 and will get back to you if I can make it work. Until then, Good Luck, my fellow Wind users!
Edit2: I'm back! And you guessed it, with a couple little tweaks, I've finished NE 116. I also noticed that the passives I was using probably weren't the best, so I'm changed them a bit. New set up:

Guy - Wind - Clone
X - Ao - Clone
X - GNW Tenten - X

We're relying a little on RNG again here, so be patient.

Round 1: Once again, Jigokudo MUST get the blind. Other then that, it doesn't really matter who else gets it. Ao Mystery Hashirama. If Jiraiya or Fire don't get the blind, Fire will use his Mystery. This was a problem for me sometimes as it would take half of my Guy's health in one shot. If Guy doesn't combo on Fire, restart.

Round 2: Save your mystery. If Fire didn't get his Mystery off Round 1, he's doing it here. Wait for them to get 60 Chakra and immediately use Wind Mystery on Jiraiya to interupt him. At this point, Fire and Jiraiya were pretty low.

Round 3: Wind Mystery Fire. Guy Mystery Jigokudo. I managed to knock out Fire and Jiraiya. Guy will prevent Jigokudo from bringing anyone back, and you can proceed to beat on Hashirama in relative peace.

Round 4: From this point on you're just stopping Hashirama from getting his Mystery off and letting him eat your Wind clones.
