As far as I know, you can only obtain them from chakra exchange with practice points and only the purple ones are available at the moment.

You can only get purple initiative from the shop, at the price of a normal gold chakra.

You cannot get initiative with coins.

only by exchange i used over 240million coins in there and i didnt get any
