Because like many other websites, they are just taking the framework of existing website and adapting it to their needs.
That means a lot of USELESS feature slips through the crack and gets preserved despite them not utilizing them, this is one of them.
The VIP system doesn't actually do anything and have.... a number of problems. Don't worry about it.
