3 Ninjas.

And you can only revive when at least 1 ninja (which does not include the main character) is alive. If all your ninjas are dead, and even if you haven't used a single revive, the Matsuri is still over for you. So revive them before your last team goes into battle.

Not revive "them", reviving one is sufficient. Just in case you win with your last team, you waste 100 pots less.
If you lose with the team, you can proceed to revive the other 2.
