Summon Rebates only begin on 19th March, so it wouldn't be there. As for other events, I'm not too sure about those. ^^

Hey

Checked when S403 was released, it was on the 4th.
There are certain events that take 14+ days before becoming active on newer servers.

Unfortunately, I believe this falls under that.
