Recently I won Bee in Kage treasure and I'm wondering if I c*e him in some way.
I'm lvl 78.
I have some other ninjas, but I don't have Mei.

Ehhh, not really. His passive only affects himself, Gaara, and Naruto, and there's no water characters that have a super standard attack.

Shame 4 tails is both a super rare (being at 200 scrolls, kinda cheap, f2p level cheap.) and isn't available.
