5th Kazekage - immobile on chase, buffs Earth ninja as well, his mystery doesn't require a non-prompt barrier first and hits ninja accross multiple teams (so no "wasted" damage); mystery doesn't destroy or require barrier.

Regular - has to apply non-prompt barrier first each time he has to strike (which is 80 chakra mystery split among 2 casts - two chanses for interrupt). Cannot launch AOE if barrier is overridden. Hits a single team only.
Manual barrier is a plus against passive barrier ninja, though.

TLDR: 5th Kazekage by far (except for the case with the manual barrier on regular).

P.S. With barrier destroying ninja eventually coming in play, this assessment may change. That is not the case currently.
