Can merged servers be merge with other servers?

Currently, I am playing on server 168 Giant Katsuyu and my server got merged in January. However, as time past (2 months have past alaready), the server started to die again where we only have Great Ninja with 2 other groups and whoever is on the strongest player's team will always win Sage World Battlefield. Furthermore, ninetails take around 10 minutes now instead of the previous 5 minutes. Slowly, but surely is reverting back to normal to the point where we didn't get a merge. Can merged servers be merge with other servers again? Because I heard rumors about it's impossible to re-merge servers.
