It goes like this, for starters, each "cluster", like I said, only have 50-100 server.
Given how few people actually do arena, the number of participant might be 50 (note a lot of servers are kinda dead, the first 5 of each region might supply 10-20 of that)
The number of people you can be matched to, due to rank, is about 20.
Assuming average of 15s in Q, 15s loading and 3 min battle, only 1/14 of that, or 1-2 of that, is in Q at anytime.
You know who is almost certainly in Q at the same time as you? The person who you just fought who might have also re-Qed immediately, ergo super high chance of getting him again.
If you get someone twice in a row and lose to him (and expect to lose to him if faced again), don't re-Q right away, instead wait around 90s so that he is probably beating up some other poor chap then re-Q, you will likely get a different person.... unless arena is way more dead than what I'm estimating here.
(Also, if your cluster is on the small side due to being a lower server count region or whatever.... well....)
This doesn't convince me, as my waiting times get up to 15-30 minutes at times. It's never as short as 15 seconds, and rarely under 10 minutes (exceptions possible).
