For the last 3 days I have been using Group Wheel and 7of 10 or 8 of 10 of the times it always lands on Dango, much like the Lucky Stars always landing on two. This was not the case before the last maintanence windows were it was truly random. Was this done intentional because you removed mood scrolls and added Group Summon Pack?

It's not intentional. Many of players gather different results from the group wheel.
