To be fair, it's far more likely for the translation to be wrong when they translated from CN than it is for them to accidentally change a skill's setting.
Now, on a ptw exlcusive ninja, one might argue it's a bit of bait and switch (even if it's accidental) and therefore if the impact is minor, might actually convince them to change the skill itself instead. But when it's a free ninja like this... well....
